致北部湾大学全体国际学生的一封信

亲爱的同学们：
Dear International students,
你们好！当前，中国发生的新型冠状病毒感染的肺炎疫情牵动着每个人的心，与此同时，中国正在全国范围内积极采取措施控制疫情扩散蔓延，广西也已经启动了突发公共卫生事件一级响应。学校对此高度重视，始终把校内外每一位同学的身体健康和生命安全放在首位，为共同防控疫情，特通知如下：
I hope this letter finds you well. Currently, everyone is concerned with the outbreak of the pneumonia caused by a new strain of coronavirus (2019-nCoV) in China. Meanwhile, lots of control and prevention measures have been taken in China. First-level public health emergency response has been activated in Guangxi. Beibu Gulf University has attached great importance to the safety and health of all international students. In order to effectively fight against novel coronavirus jointly, we would like to offer the following suggestions:
一、请同学们及时关注并自觉遵守学校发布的相关规定和通告要求。积极关注官方机构（如：国家卫生健康委、中国日报等）发布的新型冠状病毒感染的肺炎防控有关内容，了解疫情相关信息，学习健康防病知识，提高自我防护能力。请同学们正确对待新型冠状病毒感染的肺炎疫情，认识到疫病可防可控。不造谣、不信谣、不传谣，不在网络上发布未经证实的相关信息。对违反学校相关规定及造谣、传谣和在网络等媒体上发布未经证实的相关信息的学生，可参照有关规定严肃处理。
1. Please be alert to latest notices, information and regulations issued by Beibu Gulf University. Pay close attention to the news on control and prevention of new pneumonia on official media like China Daily (http://www.chinadaily.com.cn) and the instructions on National Health Commission (http://en.nhc.gov.cn) to learn the knowledge of disease prevention and self-protection. Please have objective understanding of the coronavirus. Do not believe in or transfer unconfirmed information or rumors. Those who fail to follow it or disobey the relative rules and regulations published by the university will be faced with severe punishment according to the regulations of the university and relative laws of the PRC.
二、请同学们2月24日前不要返回学校，具体开学时间另行通知，未经学校批准不要提前返校，对未经批准自行返校的学生，可参照有关规定严肃处理。
2. Please do not return to Qinzhou and Beibu Gulf University before 24th February, 2020. The starting date of the semester will be announced later. Without permission, students are not allowed to return to the university in advance. Those who fail to follow it will be faced with severe punishment according to the regulations of the university.
三、在中国其他城市旅游或探亲的同学，请在原地停留！已经返校的同学，请先到钦州市疾病预防控制中心或钦州市公立医院进行检查，并告知自己的班主任老师旅行行程信息（途径城市、乘坐交通工具等），在确认无病毒感染后，还需在宿舍进行为期14天的自我隔离，并签订自我隔离承诺书。不按已签订的自我隔离承诺书要求进行自我隔离的同学，参照有关规定严肃处理。违反中国法律的，交由公安机关处理。
3. Students who are traveling or visiting relatives or friends in other cities in China, please stay in that place. If you arrive at Qinzhou from other places, please go to Qinzhou Center for Disease Control and Prevention or other public hospitals to do medical examination and provide your itinerary information to your head teacher (including the places where you’ve been to, means of transportation, etc.). Although there are no suspicious symptoms coming up after medical examination, it is necessary to stay in dormitory for a 2-week observation, and sign the Commitment Letter of Self-Quarantine. Those who fail to follow it will be faced with severe punishment according to the regulations of the university. If you go against laws of Chinese, you will be subjected to Public Security of China.
四、寒假留在学校的国际学生，须严格服从学校管理，非必要情况不得离开校园。在校留学生如需离校回国的，须向所在学院提出申请，经国际交流处审核批准后方可离开。因为近期航班变动较大，请同学们仔细核实航班状态，避免在机场滞留。强烈建议留校的国际学生待在宿舍学习，尽量减少外出，不要在宿舍内聚餐聚会，禁止邀请校外人员进入宿舍，避免到人群密集和空气流通不畅的场所活动。如确需外出，请务必佩戴口罩、戴手套、做好卫生和消毒等防范病毒的工作。请保持良好的个人生活和卫生习惯，勤洗手，多通风，不随地吐痰。保证睡眠充足，生活有规律，注意保暖，加强锻炼，提高免疫力。
4. Students living on campus during the winter vacation shall obey the university’s rules and regulations. Except urgent matters, you are not advised to leave campus. Students who intend to leave China should apply to the affiliated college in advance. With permission from the college and the Department of International Exchange, students could return to home country. Due to possible flights changes, please check the flight status carefully to avoid being stranded at the airport. Students living on campus are strongly advised to stay in dormitory. Minimize outdoor activities, and do not organize party within dormitory. Visitors are not allowed to enter the dormitory building. Avoid crowded places and places with poor ventilation. If you have urgent things to deal with, remember to wear a mask and a pair of gloves. Please pay high attention to the personal hygiene and living habits. Wash hands and open windows regularly to maintain good ventilation. No spitting. Be sure to have adequate sleep, live regularly and wrap up warm. It is important to exercise more to strengthen immunity.
五、如本人出现发热、咳嗽、感冒等症状，请及时就医并第一时间告知班主任或值班的老师。发现身边同学有上述症状的，也请及时向班主任或值班的老师报告。
5. Please go to the hospital nearby in case that the suspicious symptoms, such as fever, cough and cold occur, and notify teachers of your college and the Department of International Exchange. If students around you have above-mentioned symptoms, please report to the teachers and take observation methods.
六、学校后勤集团每天会做好宿舍电梯、公共场所的卫生、消毒、可疑人员隔离等防控病毒传播的相关工作。学校食堂已经开餐，确保留学生用餐，学校也确保留学生宿舍用水、用电和网络畅通。
6. Staffs from the Campus Service Group will disinfect public areas in the dormitory buildings, including elevators, restrooms. The University has taken actions to meet the essential needs of international students, solving problems of dining, basic needs for water and electricity, and internet as well.
七、请同学们保持通讯畅通，以便第一时间与老师取得联系、知悉重要信息。如有任何困难和需要，请随时联系班主任或值班的老师。
7. In order to contact you with emergency affairs or inform you of important messages, please keep your mobile phone on. If you encounter any problems or have any questions, please contact teachers of your college and the Department of International Exchange.
亲爱的同学们，配合做好疫情防控工作，不仅关乎你和身边每一个人的生命安全和身体健康，也是我们都应承担的责任和义务。请相信，学校始终关心着每一位同学的健康和安全，让我们共同努力，定会早日打赢这场疫情防控战!
